Jh'khand transfers IAS officer 9 times in 2 months

Singhal found a place for herself among the top four bureaucrats selected for the Prime Minister's Award for Excellence in public administration, but she is unsettled in Jharkhand.

Blame could be attributed to the compulsions of coalition politics or the changing priorities of political masters.

Picture seems too hazy for her now to take a decision to join the latest assignment in Planning Department. "I did not take charge as another transfer may be on cards," Singhal says candidly.

The Ministry of Rural Development has recommended her name in the panel of 28 officers for her excellent work in the field of rural development in Pakur and Chatra districts where she was posted as a Deputy Commissioner (DC).

Even before Singhal tries to settle down in one place, the government transfers her somewhere else. While she was waiting for her posting after being relieved from her duty as the Chatra Deputy Commissioner (DC), she was sent to Lohardaga in the same capacity on September 16.

Chief Minister Sibu Soren had to succumb before the pressure of the Lohardaga politicians. The next notification passed by the Personnel Department shifted Singhal to the Planning and Development Department as a Joint Secretary. On November 1, she was transferred to Gumla as the DC.

Soren was again compelled to withdraw this notification. On November 6, she was sent to Godda in the same capacity, but this was not the end of the governance drama in Jharkhand. A fresh notification was issued and Singhal was asked to join the Planning and Development Department as the Joint Secretary.

After that, she was shifted to the Transport Department.

Sources said that Jharkhand Rural Develoment Minister Enos Ekka reportedly pressurised the state government to call off its decision and Singhal was transferred to the Planning and Development Department as the Joint Secretary.
