Dehradun: Additional Chief Secretary of Uttarakhand Subhash Kumar has been elevated to the post of Chief Secretary of the state.

Subhash, who is a 1977 batch IAS officer, was currently Forest and Rural Development Commissioner and Additional Chief Secretary to the Chief Minister also.

Outgoing Chief Secretary NS Napalchyal’s six month service extension was to expire on October30. Napalchyal, who took voluntary retirement, has now been made the Chief Advisor of the State Planning Commission.

There was a dispute over the appointment of the new Chief Secretary. Erstwhile Additional Chief Secretary Ajay Joshi had been given the charge of Administrative Training Academy at Nainital as Director General.

He had raised fingers at the elevation of Subhash Kumar and Suneel Kumar Muttoo to the post of Additional Chief Secretary saying that the IAS rules 2007 have been overlooked in the promotions.

Joshi also filed a petition in the Central Administrative Tribunal (CAT) which had issued summons to the state government representatives for hearing on September 27.
