NIMHANS Bill passed by Parliament

It provides greater autonomy to the Bangalore-based National Institute of Mental Health and Neuro-Sciences, bringing its powers in line with that of AIIMS

New Delhi: For empowering the Bangalore-based National Institute of Mental Health and Neuro-Sciences (NIMHANS) with greater autonomy, the Lok Sabha passed The National Institute of Mental Health and Neuro-Sciences, Bangalore, Bill, 2012. The Upper House (Rajya Sabha) had already given nod to this bill on August 13. 

The Bill empowers the institution to have greater academic autonomy on selecting the syllabi, confer degrees, increase its faculty intake and build its own manpower without the intervention of the Medical Council of India (MCI).

With the passing of the Bill, NIMHANS will be an institution of national importance on the lines of the All India Institute of Medical Sciences (AIIMS), and it can now award its own degrees and have greater control in administrative and financial matters. 

The Institute can develop patterns of teaching in undergraduate and postgraduate medical education in all its branches with a focus on mental health, neuroscience and allied specialties; and start new courses in the emerging areas of mental health and neuroscience such as geriatrics, psychiatry, autism and spectrum disorder.

The institution will continue to give free treatment to people in the below poverty line (BPL) category even after it becomes an institution of national importance. A new helipad will be also constructed in the 135-acre campus to facilitate the transport of critical patients by helicopter.
