The Government of India has proposed to set up a National Institute for e-Governance (NIG) in the 12th Plan, in an effort to enhance computer literacy and information technology (IT) skills among government employees. The institute in association with premier institutions like Indian Institute of Management (IIMs) will offer e-Governance related courses to government employees.

Rajasthan bio-diversity project phase-II approved
The Japan Government has approved the second phase of Rajasthan Forestry and Bio-diversity Project (RFBP). Massive plantation would be done under this ambitious project in next 8 years. Japan Government will provide financial assistance of Rs 1,152 crore for this project. RFBP aims at ecological restoration and biological up-gradation of degraded forests and other lands in Rajasthan.

The Union Government has decided to create job opportunities for the nearly 10 crore urban poor under proposed National Urban Livelihoods Mission (NULM). The mission to be launched in the 12th Five Year Plan will replace the Swarna Jayanti Shahari Rojgar Yojana (SJSRY) started in 1997.

e-Learning tools for Bihar polytechnics on anvil
Bihar’s Science and Technology Department has decided to upgrade the faculty infrastructure of its 13 polytechnic colleges to maintain quality demand driven technical education and rationalisation of evaluation system. As part of the move the department has sought services of consultants to prepare detailed project report for setting up e-Learning and computer laboratories in these colleges.

A Federal Agency with effective coordination will be a good step to curb the terror attack. However, a consensus is essential on the subject as law and order is a State subject. Ultimately, a holistic approach is to be adopted to combat terrorism which ideally should include zero tolerance mechanism coupled with opening up of avenues for gainfully engaging youths for social prosperity. Curbing corruption especially in top is also essential. Last but not the least, implementation and speedy redressal of terror cases with exemplary punishment is the need of the hour. For that, we must have to revamp the judicial process.

1. Govt should seriously think about registering thump impression of all citizens of India and every citizen should come forward for the same. Signature is good of good indicator of literacy but thumb impression is better for verification purpose.
2. Sensitization of society regarding reaction to terror attack is a must and some of these may be introduced in course curriculum in the schools.
3. More use of IT in verification/reporting process in urban areas. For rural areas, reporting of any new/suspicious person may be allowed through bearing anonymous letters addressed to Police/Police Station should be given due weightage.
A single action of introducing biometric smart card for every citizen and tracking movement of men, materials and money across borders and states can drastically reduce terrorism.
Instead of spending more and more tax payer's money on law enforcing agencies, which ultimately end up as law aggrandizing agencies and aid terrorism, eliminating corruption, unaccounted accumulation of wealth and unrestricted cash flow and spending in elections can minimize terrorism.

Why this agency only when 20 are killed in Delhi? Is not the lives lost in Bangalore, Mumbai, Ahmedabad more valuable?
This will only make for more DG(P) leel post for some IPS officers.The cadre for this branch should be PERMANENT and no transfer for outside setup with clear responsibility. Pay package should be more
consumerate with risk
