Andhra to publish GOs, files online

Andhra Pradesh has decided to do away with the manual process of publishing Government Orders. Instead, all GOs and files will now be published online.

Hyderabad: All orders and files of the Andhra Pradesh government can now be accessed by citizens at the click of a mouse, making it the first state in the country to throw itself open to online scrutiny by the people.

The southern Indian state on Monday announced that the initiative will enable all 30 departments of the government to upload their respective government orders (GOs) on Government Order Issue Register website as soon as they are released, reports IANS.

Announcing this at a press conference, here, the state Information Technology and Communications Secretary Suresh Chanda also said that all GOs issued since February last have been made available on the website.

"At one click, you can see all government orders issued on a single day. For example, all 104 government orders issued today (Monday) are accessible on the net," he said.

The state IT department is also taking up a separate project to put all old GOs on the website for public access. However, the government has decided not to publish "certain confidential GOs" on the net, he said.

"This will make life easier for the common people easier who had to run from pillar to the post to get such information" Chanda said adding that the move was in accordance with the Right to Information Act that calls for proactively providing information to the citizens.

The state government has also decided to do away with the existing manual system of publishing GOs. It has also decided to make all state gazettes available online from July 1 this year.

The availability of GOs on the net is one of the three major e-Governance initiatives announced by Andhra Pradesh to bring transparency in its functioning.

The state government is also planning to make available government file along with its notes by different officials through yet another website that will be integrated with the official website of the Andhra government .

The portal that is scheduled to be launched on July 1 this year will also integrate all departments and will serve as a single gateway for all information about government departments and orders.

You did a grate job, i m appreciating your team members, but it will work out only where net connections available but in remote areas there is no net connections and they don't now how to use e-government.
I have an idea, now a days every one is using mobile services if you can implement this service in mobiles every one learn easily and uses a wide range.Thanking you for sharing my idea.

I am an engineering student. Now I am pursuing my final year. I bought gate application. The ministries of HMD said that (dated on 4/10/2008) the candidates with annual income less than 4.5 lakhs will be considered (applicable) as for the reservation for central gov posts & all entrance examinations conducted by central government.
Now I am applicable for new amendment ordered by the government. Is the amendment come in to existence?

I will submit my gate application on or before 26 October, 2008 (actual date29-including postal delays). If I attach my OBC certificate to the application it will be considered as OBC otherwise it will be treated as a general.
If you give information regarding “whether the G.O will come into existence or NOT?

If you rise your voice towards the issue it will be beneficial to us.
I hope you will give a clarity of information regarding this.if the G.O is outsided I will be benificial. (not only mine but also so many students like me). What I have to do?

This is because, I went mandal tahsildar and he said that we can't do anything regarding new amendment without having the new G.O copy.

I have been accessing the GOIR website since sometime and no doubt it is a good site. I would appreciate if the older GOs can also be made available as the older one are tough to get.

We have launched C2G (Citizen to Government) interface a few days back. Citizens can approach any department of GOAP through single website at www.ap.gov.in/C2G. Citizens who do not have access to Internet can dial to the Andhra Pradesh call centre at toll free number 1100 from BSNL lines.

THe call centre uses the same website to take feedback or grievance from citizen.

At this rate, AP would be the first paperless state in the country, even need for looking at newspapers would soon seem an archaic practice. But, good participatory democracy & transparency from a state of many e-firsts.Kudos.

A.P.was pioneering for the best use of IT,and hence this was expected earlier.However now it has done and it is a citizen friendly action for which Dr.YSR is to be applauded.
In the same spirit it is good if the Chief Minister take steps to make the officers of all the department to use the email addresses,get citizens representations online and making it a practice to see all correspondence and respond promptly.
This will become not only citizen friendly but also Environment friendly reducing the use of paper and writing materials along with reducing costs.
A specail training may be given to use the IT facilities by officials for good Administration.
We hope AP Govt.will show the path for all other states.

I congratulate the Andhra Pradesh Government and their team in their initiative to bring transparency in the Goverment sector.

Details of a few similar e-Governance initiatives attempted in the past are as follows:

Electornics Corporation of Tamil Nadu Ltd. (ELCOT), the nodal agency for implementing e-Governance in TN had implemented paper-less e-Office Tool for e-Governance in second half of 2002 /03 / and first half of 2004.

Life Line to Communication (LL2C) a server-client tool with biometric authentication was implemented in 2002 and e-Administration e-Platform, a web based paper-less e-Office Tool, developed using open source tools running on Linux platform, was implemented in 2003.
Mr. Sudeep Jain, IAS, then Managing Director and Mr. Vivek Harinarain, IAS, then Chairman and Secretary (IT) were responsible for this unique initiative.

DARPG, GOI had recognized this initiative and gave an award to Mr. Sudeep Jain, MD at the 7th National e-Governance Conference held in Nov. 2003 at Chennai. About 1,000 e-Files were created and about 10,000 e-Transactions had taken place. In a single day, as many as 20 e-Transactions of a single e-File had taken place and approval of Chairman located in a distant place was obtained without any physical movement of file / people. But this great initiative was given up later and reverted to manual file processing.

Similarly Sports Development Authority of Tamil Nadu Head office and Commissionerate of Treasuries and Accounts Head Office had implemented e-Administration web based paper-less e-Office called "Min Aluvalagam" meaning "Electronic Office". However they were also given up later.

The District Industries Centre, Directorate of Industries and Commerce, Govt. of Puducherry, has successfully implemented a customized version of e-Administration e-Platform for the electronic Single Window Clearance System of the Industrial Guidance Bureau, connecting 20 departments including local bodies such as Municipalities and Panchayats in different locations, for granting time bound clearances of applications received for setting up of industries.

The Industrial Guidance Bureau e-Platform was recognized as one of the Best IT Implementations of the Year 2007 by PC Quest, a Cyber Media Publication in June 2007. (http://pcquest.ciol.com/archive/MoreArticles.asp?secID=1637&pageCount=6)

All initiatives need champions to spearhead and should be institutionalized similar to the Electronic Passenger Reservation System of Indian Railways that can benefit the organization, employees and citizens.

There must be a clear mandate to all public authorities to computerize all records and make them available online as stipulated in article 4 (1) of Right to Information Act 2005 for any citizen to access from any system from any where in India.

I congratulate the Andhra Pradesh Government and its beurocracy in their initiative to bring transparency. To me it is a remarkable step because:

1. This would not only save so many trees that get used up in papers utilized for printing Government Gazette notifications but would also make it easier to store and maintain.
2. This would make it easier for all citizens including the visually disabled to have access to the Orders.
3. This would automatically reduce number of RTI applications seeking information as the information made available on net will be a step ahead to ensure the statutory voluntary disclosure under section 4(1) of Right to Information Act 2005.
4. Government of India could learn from this instance to make all their records available on net to set examples of transparency & e-governance. In fact, I have been trying to locate certain memorandums of DOPT but they have removed the Circulars from their website!

Excellent intitiative. I hope the next step of putting all files with notings also takes off soon. Also other states and GOI should also emulate this .
