Punjab, HCL ink deal to roll out e-District plan

Under the deal HCL Infosystems will deliver state of the art Humanitics e-District Platform to deliver electronic services to the common citizen

New Delhi: The Government of Punjab has entered into an agreement with HCL Infosystems to roll out e-District pilot projects in Kapurthala and Shaheed Bhagat Singh Nagar (Nawanshahar) districts of the state.

Under the deal HCL Infosystems will deliver state of the art Humanitics e-District Platform to deliver electronic services to the common citizen.

Humanitics e-District platform is built as an application-framework to quickly incorporate changes without extensive software development to address the dynamics of customer requirements.

More than 20 services will be delivered in the pilot districts of Nawashahar and Kapurthala as a part of this project.

It would be implemented by State e-Governance Society (PSeGS) under the aegis of Department of Information Technology. The pilot will be followed by statewide rollout in remaining 18 districts. 

The pilot project will focus on: design, development, implementation and maintenance of application software; supply and installation of required hardware and system integration; operation and maintenance under e-District project for a period of three years by HCL; training, handholding and handover at the end of three years as per the rules laid by the Government of Punjab.
 
The project aims to target high volume services delivered at the district level by undertaking back-end computerisation to enable the delivery of citizen services through common service centres. It further aims to integrate multiple applications, enable faster processing of certificates/grievances, and dissemination of information to public at large. 

The project focuses on IT enabling of internal processes of service delivery through Business Process Re-Engineering, automation of workflow and internal processes of district administration, providing easy access and quality services to common man through Common Service Centres (CSCs) in rural areas and e-District Centres in urban areas.

It also aims seamless integration of various departments for providing services to the citizens by integrating various district databases, creation of ICT infrastructure for rolling out of e-Governance plans right upto sub-division and block/circle levels.

The project will help in facilitating district administration to efficiently monitor the functioning of various departments and will also help in generating efficient MIS for better decision making to district administration officials.
 
For the pilot, the Punjab government is developing a web-portal based application software as per the functional requirement of district. The portal will also get integrated State Service Delivery Gateway (SSDG) to ensure interoperability.

e-District is a state Mission Mode Project funded under National e-Governance Plan and helps in providing integrated and seamless delivery of citizen services by district administration through automation of workflow, back-end computerization and data digitization of the respective departments.

The Punjab government will offer services like certificates, pension schemes, public distribution system, licenses, revenue court cases, grievance redressal and right to information services.
