Dr. Gandhi, I also faced a similar situation. But I was more furtunate and could reach the highest position in my department.

I'm one such 'victim' because of our Hindu culture and value system, unlike westerners that a child is named after 2-3 years or until admission into school. Until then a child is called by names like -munna, lal, pyara and so on.

When I applied for my birth certificate from Municipal authorities, to get my date of birth which was wrongly entered in school records corrected, I found to my surprise that my name was entered differently. So i couldn't do the correction of my date of birth and I had to retire prematurely one year less than 60, thereby loosing my opportunity to to get elevated to the highest post in my department.

Such mistakes do happen because of parental ignorance or carelessness on the part of family members. This mistake in my life happened despite my maternal uncle being the municipal authority concerned in my own town at the time of my birth, a fact which was more undigestible.

The Indian Institute of Health Management Research (IIHMR), Jaipur is the State Nodal Agency for the project on "Mobilizing Civil Society for Univarsalizing Birth Registration in Rajasthan" supported by the Plan India.

This is a fact that parents give final name to the child at the time of school admission. There is a provision that a certificate can be issued even without the name of the child and later (within a year) the parents can go to the local registrar to get the certificate with name, without charging any additional fee.

On the other hand, the local registrars are apprehensive for doing so because the parents may write the name on their own, or what's the use of the certificate of without name. Finally the birth certificates are not provided to the parents.

However, the partner organizations in the district are creating awareness. But it is the reality the names are not finalized till the child is admited to the school.

What is 'MCD' ? It would be nice to know and understand better.

I recently came across an interesting incident.

A boy was studying in a missionary school in Class 1. He had submitted his birth certificate from a Nursing home at the time of admission. This year, the school wanted a fresh birth certificate showing his name at the time of birth.

It is common knowledge that a Hindu child is named months after his birth. But the school would not listen.

So the parents had to go to the Nursing home, pay a heap of money and get a fresh certificate giving the child's name.

How will the MCD model help in such cases. Such a feat would not be possible without human intervention and payment of bribe.

I believe immigrants to the US have to furnish similar certificates.

What is the solution....

I live here in U.S.A. I need a Birth Certificate from Punjab India for my father. He was born there but then migrated to Pakistan 80 years ago.We are doing a research work on his writings,and book.And trying to organize all his information.Not only we do not have birth certificate,also we want to make sure that this is his correct birth. I am not sure how to accomplish this without knowing anyone there locally plus i am not sure if its even possible that Indian authorities will help a U.S.A citizen. Can anyone suggest something or know of a way it can be accomplished. Please help, i need this done ASAP. Help !!!!!!.Any Direction Suggestions,Guidance in this matter will be greatly appreciated.

Whatever procedure u r going to prepare for birth and death registration. But my request is please strickly instruct your staff not to ask bribe in the case of death certificate. They can ask bribe in birth case, becoz we also give handsome amount to 'munch' (hijras) also.
